From 6th April 2008, any new build property completed will require an "as-built" SAP Assessment, taking into account any changes in energy performance from the initial design stage.
If required by the local authority building control, this calculation will also require an air pressure test, which assesses the air leakage of a building.

For every new home built there are two EPC requirements. Firstly, an EPC needs to be submitted to the Building Control Officer in order for the final completion certificate to be signed off. Secondly, the EPC is required to be shown to prospective buyers or tenants.
Furthermore, any building work done to an existing home which creates or combines a separate dwelling which has heating and/or air conditioning, will also require an EPC to be compliant with Building Regulations, Approved Inspector Regulations and the Energy Performance of Buildings Regulations.
